Nelson said the technical team would have to weigh in before he could say whether 60 FPS arrives at launch or in a later patch. He did not rule it out - the widely-shared 'no 60 FPS' headline is firmer than the quote it came from.
Rockstar states this about the August 27 showcase. It tells you the footage is real gameplay on retail-class hardware, but Rockstar did not attach a frame rate to it.
